He is not targeting the people – he said bridges, electric grid, infrastructure. It would make their lives hard for a time, but that was the point  – to have something to motivate their leaders into a cease fire & to negotiate to open the strait.
Sometimes a good leader has to make unpopular decisions to protect his own people.
